None of those things are over-complicated safeties.
A retention holster is designed to be released fluidly while you draw the weapon. It becomes muscle memory. Additional safeties and dangly bits are a hindrance. They add another possible point of failure. A tether breaking a circuit not only requires a new type of tether, but also a new type of gun capable of locking itself, which would involve electronic components and batteries. These are the same reasons biometric guns are awful as well.

Not sure I understand what sort of struggles are not arms length. if the lanyard was strong enough it would keep a suspect who had grabbed the gun from backing away with it, or using it to pistol-whip.
On a related note, it may be that it is used by motorcycle cops so they can drop it while in motion without losing it completely, if an emergency manuever becomes necessary after they draw it while riding.
On another related note, military officers in the 1800's commonly used lanyards on their pistols on horseback for this reason. Also to avoid the loss of a very expensive piece of equipment.
