The people living around the mediterranean back then didn't out perform Germanics/Nordics because they were better, they simply benefited from living in a warm region that gave them sufficient food and shelter so that they could focus on technological and political/social development. These things can hardly be attributed to the cultures/people back then as they spent a lot of their ressources on things that were utterly inefficient and backwards, but rather just the fact that they lived in a region with a climate that facilitated human habitation and thereby development.
