As an outsider, I look at a quake like this and compare it to the embarassment of the 2010 Haiti earthquake (7.0) and how they had 160,000 dead and 1.5 mill homeless; Glorious Nippon will last another thousand years for sure!

Other geology and geography are important, too. 14 miles is moderately shallow and projects quite a bit of energy. Haven't seen the type of fault and how it broke yet, either.
Mashiki was pretty much directly over top of the epicenter, so they got the full effect of being on top of a 6.4 quake. Even 5 miles away can vastly reduce the surface energy & damage.
All sorts of other weird geology comes into play, such as how rigid the rock layers are, are there soft layers between hard layers, are the hard layers already fractured from centuries of previous quakes. It will be difficult to predict just how bad the local effects are without having greater knowledge of these factors.
One reason why Chile and California are scoffing at the 6.4 is that most locations in those places are surrounded by geology that doesn't transmit the energy of the quakes very efficiently ... it's already pretty broken up and the fractures absorb a lot of the energy. Additionally, all the major quakes in those places in the past 100 years have had their epicenters anywhere from 5 to 20 miles away from the affected cities.

I'm not an earthquake expert, but I certainly know the basics pretty solid. A 6.4 is a fuckload of energy release. Mashiki looks like it's cradled between two minor mountain ranges, so in addition to being on top of it, and it being fairly shallow as far as quakes go, the geometry of being between two mountains may also have focused a bit of extra energy into a small area. That was not a very fun place to be this morning. There's a fair number of small-ish villages around that area that are vulnerable to landslides, so there may be some really bad news yet by end of day.
