China actually needs more children for economic reasons as the one child policy has left a demographic gap that will heavily hurt China since they are not a developed country yet. Richer countries have been able to manage the decline somewhat because of the wealth of the country plus the welfare state, China does not have that benefit so it needs the youth to carry the burden.
