Helping poor communities

Suppose I'm a genuinely well-intentioned liberal, maybe a teacher in the Baltimore city school system with the goal of helping urban youths. My worldview and professional endeavors are informed by the conviction that the plight of inner city negro communities is the result of systematic denial of access to the same opportunities enjoyed by everyone else in society because of the legacy of slavery and the devastating effects of the racist war on drugs. I organize forums to facilitate discussions of social justice, and I canvas my neighborhood for Bernie Sanders. Also suppose that my brother is a conservative with a degree in economics and whenever I can bait him into an argument he just suggests that market based solutions tend to be preferable to government programs intended to fix inequality, and that government involvement may even make the problem worse. He talks unfavorably of socialism, and says the policies I advocate would do much more harm to minorities in the long run than doing nothing at all but he's just a dogmatic believer in the free market. He says the men in these communities should stick around and raise their children, but I know that's impossible because they have to go to jail because of the war on drugs. What are your arguments for or against either of these points of view?
