I'm asking what happens if someone crosses the border, gets caught and the wall is let's say 6 months- 1 year from completion. He also accepts his option of working on the wall. Clearly he cannot fulfill 4 years of wall work if the wall is done, so what happens?

First off. Congress has already approved the wall. They have just never paid to finish building it. Second, you don't need an executive order to acquire the money for this. Third, all that needs to be done is raid the gibsmedats money and put it into the wall money. Fourth, Congress can impose penalties on Mexico for not securing their side of the border.
Personally, I like the "Barrel of oil, for everyone that crosses" deal. Mexico has a lot of oil.
