Politicians in the US (same as most parts of the world) are elected by those that are in control. In the US, the Republican and Democrat parties are currently in control. The libertarians such as Ron Paul and Rand Paul knew this and decided to infiltrate the Republican party (make more sense due to Republicans lip service regarding smaller government). In a libertarian order, everything will be privately owned and nations would form voluntarily. Any nation with a certain degree of reason will use market forces to control the borders. Even if a nation had open borders, a beaner couldn't just walk onto someones private property.
