They're not. Less interceptors, not proven, known tests have a high failure rate. The US has a three layer soon to be four layer defense system. If each layer were only 75% effective there would only be a 1.5% chance of a missile making it to it's target. Not to mention the US defends it's entire mainland and Russia ONLY defends moscow.
