Banks control the Federal Reserve. Which banks though is unknown. The overarching control scheme is very old dynasties control the banks, the banks then conglomerate to control the national reserve of whatever nation they are in. The Thirteen Families are the most public face of this system and the Nine Families are the ones in true control.
