First of all: consider he may be a state plant. He may be working for the intelligence services as an informant. They frequently infiltrate mosques for obvious reasons. And informants are not usually the brightest people, they are not the 007 you might imagine them to be. Many times they are bottom of the barrel types, so his outspoken and ridiculous behavior, and openness about being salafist/ISIS might be a big indicator that he is informant.
You need to be careful around such a person that they do not see you as a potential target, they need to provide Intel to their handlers to continue justifying their employment. They will not hesitate to lie if it comes down to it. Be very careful about interacting with this person for this reason!
With that being said: I think the best thing you could do is file an anonymous report to the local police or even higher. Document your anonymous tip, in case they later come for you, you can show that you are a good person who did the right thing.
If you don't report him, perhaps they will come to you later saying 'we know he spoke with you, what was that about?' Or worse, he is for real, and does something, and they come to you and say 'we know you spoke to him, why didn't you tell us?'
