That depends if the good is elastic or inelastic. If there is a viable alternative or substitute good, then the tax is paid for by the seller. This is especially true for imports and the tariffs associated with them.

Except they do, the government charges Chinese corporations and manufacturers to import their goods here. The amount is often paid before it's shipped, so you're completely wrong on that point. The tariff increase could cause the manufacturer to attempt to pass down the price hike to the consumer.

But like I said earlier, if the good is elastic, and there's a viable alternative that's cheaper. Everyone will buy the cheaper product, thus forcing the importer to pay the tariff tax, solely to just compete.

Spending more than you make is the definition of running up debt, made possible by optioning our future income, just like a credit card. You now, that little plastic thing that serves as a financial instrument, like all debt/credit/currency systems. You can't run debt forever, especially when your not investing that debt into future earning capacity. Theres something to be said in forgoing debt payments in exchange for better developing earning capacity, but thats not something were doing.

There's nothing wrong with IT and other developing industries in and of themselves, but a nation can't leverage itself into a single industry and expect good results. The widening income inequality, dead in the water labor force participation rates, and general decline of quality of life in this country attests to that.

We didn't leave Industry, industry left us. IT is a new powerhouse but you can't sustain a nation on a single economic sector, or you end up a banana republic. If industry wasn't the true measure of a nations wealth and power, China wouldn't a world power now, would they?
