Unarmed Russian fighter jets made two extremely close overflights this week of the USS Donald Cook, sailing in the Baltic Sea, CNN has learned.
Navy officials are not commenting publicly, but inside the Pentagon there is an intense discussion about releasing video and still photos of the Russian encounter to demonstrate the danger the jets posed to the ship, a U.S. official told CNN.
A U.S. official described the Russian maneuver as "strafing runs" without firing any weapons. The unarmed Russian aircraft swooped in over the deck in the same flight profile that would have been used if an attack was underway.

The American ship did obviously not start up their fire control systems and radars in war time operation mode. If they did the russian planes would certainly not have gotten that close. That American ship was basically saying yes please rape me.

The ruskies tried to enter Swedish territory in the cold war era with warships including troop landing ships to escort their stranded nuclear sub out. Due to a misunderstanding in the command chain orders were wrongly given out to the coastal artillery to switch targeting radars into war mode and to fire as soon the ships crossed the border. Russian SIGINT determined that Swedish coastal artillery was minutes away from attempting to sink the Russian fleet.
The Russians didn't really feel like potentially starting WW3 so they backed off immediately. So either the American ship said yes please rape me.
