AFTER Spanish voters broke up their long-standing two-party system and divided parliament between four big parties in the general election in December, Pedro Sánchez, the Socialist leader, looked like the only person who could form a government. Four months later, Mr Sánchez appears to have run out of options, and Spain seems certain to face fresh elections in late June. Spanish politicians, accustomed to solid majority government by the Socialists or the centre-right Popular Party (PP), have not risen to the challenge of forming a coalition.
