In Sweden Yes the government - well, really the heads of SVT (our BBC equivalent) tried to modernize their bullshit by claiming anything that could "pick up a tv signal" was subject to license.
Meaning every computer - in their definition, and iPad. Because they have SVT Play online and an app that does it, they decided this gave them authority to charge you.
Luckily one lone hero challenged this all the way up to the Supreme Court and they finally got enough technical information to decide it exceeded the mandate, which is clearly defined as TV receivers. (Maybe realizing that raising their shekelgrubbing hands to every monitor a business owns because someone can view SVT media on it would get real backlash).
It's just a warning to you bongs. They will try it when people cut the cord. It's also a nice example of how giving the government an inch, they will never back down, they will bloat and expand their mandate to get more control and money, always. The TV license and "need for independent media" (what a joke from the state controlled media that's 90% libcuck in studies) is invalidated by the internet.

No, this has nothing to do with the government and there are no 'detector vans'.
They can legally have a van and call it a TV detector van by law but I can call my car a ghost detector car, it doesn't mean it actually detects ghosts.
You may hear of people being fined.
These are people who fucked up not paying a TV licence then getting something like a TV subscription package with Sky or some other company who have a sneaky deal with Capita (the TV licence company) to share customer details and if they find a customer paying lets say a sports channel package and dont have a TV licence they give Sky a backhander (commission) as they now have evidence that someone is watching television (live broadcasts) without a licence.

These are people who have been taken to court with evidence I mentioned and have been fined and refusing to pay, these are debt collectors who have a right to have police escort them after 12 months of failed payments towards the fine.
