In the United States of America, the states of New York and Pennsylvania are distinct nation-states, would be like expecting Germany to rubber stamp endorse the resettlement of their tax-payers into France just because both are EU member states. It's bad enough that NYC is stuck dealing with New Jersey and Connecticut, so of course they're going to want a gravy train of bribes in Albany before anything goes. It's to be expected.
