It's not a quick process. Most major cities have suburbs that might technically still be in a big city's limits, you can tell because of the subdivision layout with cul-de-sac's. Most of those are full of low-income people and rundown.
Older suburbs are affordable, generally speaking, right now, and that's where the formerly urban folks that got priced out of their neighborhood due to gentrification are moving to. It will continue to other suburbs over the years as they become run down.
Lots of suburbs were built to accommodate rapid demand in the 90's, meaning the houses weren't built to last. Vinyl siding, etc.

I'm a millennial and my wife and I live on 5 acres. Our complete escrow payment, mortgage, taxes, everything is less than rent for a house even in one of the small cities we live near.
Subdivisions and suburbs even baffle me. I can't imagine living under an HOA. Go fuck yourself if you think you're going to tell me I can or cannot build a greenhouse, have a few chickens, or put a certain type of roof on. And if I want to park my shitty ass pickup truck outside, where it will sit for weeks because I only use it to take trash to the dump or buy construction supplies, I damn well will. In fact, the uglier and rustier it gets sitting there, the better, because I know it would piss off an HOA.
If I wanted to be a bitch to someone else's rules imposed on my home I would have stayed a renting prole.
Anyway, I just can't imagine living in such confinement. Here I have freedom. Here I have peace and quiet. I can walk outside butt naked and piss while watching boaters on the river or nap on my boulder and not get mugged by nogs. I can grow and eat significant quantities of actual fresh produce and eggs that don't taste like shit.
