The problem here is that Hispanic, in theory, refers to culture not race. That's why there are Hispanic Whites, Blacks, Asians, and mixes. In the US though Hispanic has become synonymous with Mestizo, the mixed Native and Spaniard people of Latin America. Francisco Franco would be considered Hispanic on the census, but White by most Americans.
