No, Slavs are cool.
They got fucked by communism, starting with the Russians since they were basically fucking dumb due to poverty.
But once they started doing it they did communism better than anyone else could have and became the biggest competitor to western capitalism to date.
They failed of course like communism always does but the fact that they kept it going that long is proof of competence.
That and there have been plenty of Slavs who revolutionized the world with their achievements: writers, artists, chemists,physicists, inventors.
Most of them are extremely competent and far more informed than westerners, who can't seem to talk about much more than their Facebook feeds.

Communism stagnated pretty much since beginning in the 80s because the system itself got so corrupt that it was unsustainable and ComParty leaders were either incompetent lapdogs or senile "old crew".
And actually, the Baltics started rioting when one after another ComParty GenSecretors started to die (Brezhnev, Andropov, Chernenko).
Then young and incompetent Gorby came up.
He had good intentions (restructurisation and transparency aka as perestroika and glasnost') but essentialy it meant that Moscow had given up its decision-makoing power monopoly to local Republics.
All shit started to come down, first Berlin Wall, the Solidarity in Poland, the Baltic Way, Ceausescu execution and etc, gradually Moscow lost control over the Eastern Europe and eventually USSR suicided itself at Belovezh forest in 1991.

Basically, the USSR failed to do what the PRC did, which is to control the opening up of their economy and not relinquishing state control while allowing the emergence of private enterprise.
But in all likelihood, I highly doubt the Americans, Asians and Europeans would have invested as much in the USSR as in the PRC due to the common perception that the Soviet Union is the main threat of the 'free' world.
The Soviet Union got picked clean by the vultures & Oligarchs and much of its technological base has stagnated or have been plundered. Now, it is up to the Russian people to decide where they want to go from there.

They've gone through almost every kind of political system and have toppled and re-built themselves the most out of any civilization
