It's very complicated because we would have to cross many taboos, including on how we do business, how we do law, how we do public services, and even how we do local government. Although people are eager to go after the Black Community, the solutions can't actually be implemented at their expense. And any 'success' scenario would involve the White Community returning down past 8 mile. (Which sounds like an utter fantasy)
Honestly though, the best thing to do is to just admit that we can't fix it and move on. But if we did want to fix it, we'd have to, quite literally, turn the Detroit Metro into a separate State and begin massive experimentation in Civics not seen in American History.
It would be more expensive to rebuild Detroit in terms of political capital than economic cost. By alot. That being said, who knows what the future will hold? I'm convinced in the future it'll be done, but right now, this isn't Detroit's time.

I'm actually kind of on the fence on this.
There are people in Detroit. But they live in the suburbs. So force evacuation of everyone in the former downtown core would ruin their livelihood. These places would be cutoff and forced into smaller towns which could become isolated also. Just as Detroit had been.
Maybe this is one of those things that we would wait and see. Let the market move and let people choose to move back. It will happen eventually.

Sure there is some trailer trash here and there, but they generally don't cause trouble. I refuse to advocate this, yet this is an informative example that brings up questions.
The Chinese, when facing their decayed urban cores, did in fact force evacuations all the time to build their supercities like Shanghai and Beijing. In fact, their labor system is extremely regulated, to the point where you have to ask permission to live where you want to live. The thing was, the market paradoxically took on a greater role WITH the hard-handed interventions, rather than being opposed by them. When the urban core got cleared by Uncle Mao bucks, Nike and Wal-Mart became very eager to then invest in these places. Far from the traditional 'orthodoxy' holding up, Corporations are happy to invest when the State does the dirty work that the businesses themselves don't have the stomach for.
So I don't bother with any expectations about the market getting involved to rescue Detroit, because the market is a fickle lady. She wants all the rewards, but rarely will she put in the work. That's OK though because everyone needs hot women in their life.
Nevertheless, wait and see is the correct approach. We have too much on our plate. I agree 100% here, and you make a great point about how damaging this is. The cure would be worse than the poison, in a fucked up sense, up until success is accomplished. I wouldn't even bother with 90% of the Chinese methods, but new methods wouldn't be any better. This is why people are always opposed to the process of "Modernization." When things have fallen really low, the only options that are left are terrible.

All it takes is a few hoodrats to get rich selling drugs and move to an upper class neighborhood. They invite their gangsta friends, and have loud parties, and introduce crime, and then the property value starts to plummet. Then more blacks can afford to move in, and more whites start moving out. Before you know it, it's a black neighborhood and the rich blacks want to get out and move somewhere nicer.
On a long enough timeline, the heart of what was once the ghetto becomes depopulated and whites start moving in and gentrifying. Eventually you get a white city center surrounded by an outwardly moving ring of niggerdom, which is in turn surrounded by the increasingly invaded white suburbs.
