Delegates were elected by party activists.
Trump's campaign didn't send anyone to pander to the activists until a week before the elections started (in March).
The campaign staff he did have there handed out fliers with incorrect information on them. It should be noted they made the fliers themselves, so it's not "the mean ol' party printed the wrong stuff"; Trump's staff just got numbers wrong and misspelled a name or two.
The one delegate they did win failed to register for later events and forfeited.
