I went to sleep medicine doctor and asked about marijuana, he said it suppresses REM sleep so even though you get to sleep longer, it isn't as healthy of sleep as natural sleep and over time you won't feel as rested. So if you delay your sleep cycles due to taking the drug, you sleep more hours, but aren't as rested.
Sleep apnea there are plenty of fixes for that don't involve drugs, you can get a CPAP machine.
Historically, many narcotics were initially banned for racial reasons. The opium poppy was common among Chinese migrants, who were vilified as a community by banning the substance. The same became true of Mexican immigrants later on in their use of Marijuana. However it was Nixons "War on Drugs" that pushed it into overdrive. It was a strategy used to suppress the "anti war hippy" (at the time) and black communities. Both through intimidation and arrest quotas. Given its current legal status, there's no reason to think anything has changed substantially in their approach.
