He was doing his job, and he did it well. He stopped the guy because he was doing something illegal. Pedestrians are prohibited from walking on freeways, that's pretty common knowledge. He stopped him and attempted to run his name to see if he had any outstanding warrants or other legal obligations. He was starting to pat the man down to ensure his own safety which is completely standard procedure and makes sense at a common level. It was then that the man pulled a knife so the officer reacted accordingly to how he deemed necessary in the short amount of time that he had to react. Once the situation was assessed a little more clearly he realized that he didn't have to keep shooting so he tried to contain the situation until the man could be arrested (legally and figuratively). As it turns out the man had committed a murder so because of the professionalism that was exhibited by the officer the man was able to be subdued and brought to justice for his crime(s).
Though I don't blame the officer and I am in no way condemning anything that he did, the only questionable part of this encounter was maybe the need to shoot him even though it was non-fatal and a result of the situation going from 0 to 100 in a split second, even then I still say that this was textbook policing. Even the officer would probably say that in hindsight maybe the shot was unnessary given the eventual outcome but it was definitely still justified and I praise him for exhibiting the cool and calm that he did.
