Industrial economies need large-scale organization and cooperation of millions of workers, and require some sort of government support. The problem in many countries of the world, is that these countries are basically "artificial nations", and the people there have little interest in cooperating with each other for any sort of common good(IE they are very tribal).
A good example might be Iraq. Where its many factions basically hate each other, and have no interest in centralizing power in a national government.
This is why, historically, when you had a diverse and uncooperative nation, leaders would often propose a more totalitarian government(a great example is communism), which could use its power to force large-scale cooperation through state action. Forced assimilation, forced collectivization, state-directed education(IE indoctrination), etc.
This is the model used by the Chinese, which they termed the "Strong state".
