Might have been a mistake on their part (but not a criminal mistake), again I don't know the procedure. Generally the torso is the easiest to hit, aiming for the legs and arms is difficult (they're moving) and the head is kinda small. Aim for the chest if you want to be sure you hit, the cop might have been afraid of a bum rush with a knife if he missed. Hitting in the legs would have been even better then what happened, but maybe the cop didn't want to risk it. Oh and remember that an unfortunate bullet or stab in the leg may result in you bleeding out in no time (Femoral artery)

Suppose this guy survives the wounding shot - you can end up in serious legal trouble if they decide that shooting the guy wasn't actually necessary. In the state of Iowa It is actually illegal to shoot to injure or maim. The thought process behind this is that a gunshot is potentially deadly anywhere you hit someone especially in the leg (femoral artery). If you don't need to kill them you shouldn't be shooting them. In Iowa it is also illegal to fire a warning shot I believe this is meant to reduce the chances of someone being hit by a stray bullet.
