Interest rates and inflation you dumb fuck. Carter was president when inflation was higher than rates while reagan was president at 15% rates and 2% inflation. Clinton was president when rates were low while bush 2 was the beginning of rising rates. Obama hasn't dealt with high rates and so borrowing is extremely low yet the debt STILL doubled. Also...presidents don't spend money, congress does. They do the same shit every year, the only way they'll drop the debt is to raise inflation above interest rates and steal wealth that way.
