There should be an age limit for purchase, same as it is with alcohol and tobacco.
But just like kids sneaking whisky out of dad's cabinet or filching a Marlboro out of mom's purse the question of enforcement has to fall on the parents.

For what reason? High schoolers are already smoking pot and doing other drugs and nobody is burning down cars or attacking people. Drugs aren't a trigger for chaos.

Yes, high schoolers are dropping out of school and smoking pot. High schoolers are getting addicted to pills, and overdosing on party drugs.
