Neither "Finns" or "Saamis" is historically one ethnic group, we both had multiple languages etc, "Finns" in roughly the current form are an invention by some advisor working for Alexander I and then it included what's now called Saamis (it's not like Scandis and Russians grouping us into "ethnicities" can tell the difference between our languages).
Until relatively recently we were all tribal here and people who spoke languages more closely related to what's now considered "Saami" and people who spoke languages more closely related to what's now considered "Finnish" intermingled, swapped languages, changed lifestyles between reindeer herding and farming etc. These fixed identities are a 19th century and for Saamis kind of 20th century inventions.
This kind of fluidity did not exist between Saamis/Suomis and Norwegians/Swedes which is why you see Saami languages still alive in Scandinavia while in Finland what's now considered Finnish just took over as a standard without trying much since we swapped languages pretty freely.

What are now called "Finns" and "Finland" only formed in the 19th century. "Finn" historically just randomly refers to what's now called Finns and Saamis or some subgroup of either, it was never a single ethnic group.
"Saamis" are not one tribe, there are several tribes, and "Finns" are also originally several tribes (though it means nothing now). Nobody ever spoke of "Saami" identity pretty much until a bit over a century ago when linguists decided that a group called "Saamic languages" exists. Before modern linguistic study none of us knew that the tribes now called "Saamis" were more related to each other than to the tribes that are now called "Finns".
What are now called "Finns" originally had different pagan cultures and different languages. Back in the days of Novgorod Slavic monks could identify the various tribes that later went into the "Finland" identity and they left some nice records of our tribal wars that ended when Sweden and Novgorod started enforcing order but this is the way things continued, there were several tribes until Alexander I put us in one state and told us to invent a common identity. The invention of "Finnish" identity didn't really become "real" until actual common historical experiences like rebelling against Nikolai II, civil war, war etc that came out of the Grand Duchy of Finland, later republic, and we have nothing really to bind us together from before 1809.
Now that we have genetics we can also tell that Finns have much more internal diversity than any other European group (except of course Russians). "Finns" is basically a group equivalent to a supergroup like "Slavic" or "Iranic", we are just so small that no one realizes how diverse we still are. That's because we are not originally one ethnic group and one type of Finns is much, much more different from another type of Finn than say a Czech is from a Pole.
