For the most part I'd say the Israelis aren't deliberately going after civilians, aside from the random splatting of kids on beaches.
You could say that the Gazans are using their civilians as shields but it's not like they have a choice with their non-existent fighting power - you have to resort to guerrilla tactics.
Gaza is also so densely populated that you can't blame Israelis for wiping out lots of civvies.
What you could definitively pin on Israel is their policy of maintaining the status quo. The status quo entails going into gaza every few years to wreck Hamas a bit, build settlements to create a buffer between their enemies and themselves, and to blame everything on the other side.
