It was more of a advisory referendum. In no way, shape or form, binding. It was a Civil movement who collected roughly 450 k of signatures to get this referendum to happen. The government was not happy about it.
And even if they ignore the result. The eventual consequences will be large. Europeans will see what kind of shitty influence the EU has over the nation states' politicians. It could be a kickstarter for the Brexit and eventual Nexit.

I have literally never heard anyone say this. Many NO voters expect the government to either ignore it, or to make some symbolic changes as they did with the European constitution vote in 2005, which they slightly rephrased and then enacted as the treaty of Lissabon in 2007.
