Every state except Oregon and New Jersey allows and pretty much universally offers self serve (i.e. most gas stations outside of these states do not have any full serve pumps). The laws in Oregon and New Jersey are from a time when pumping gas required a slight amount of skill (you wanted to fill the tank but you didn't want people spilling gas everywhere by overflowing it).
