Build huge cities with manufacturing plants like the Chinese do. Allow Mexicans to move in and produce the same cheap goods that other countries do over seas for the same prices. Export these goods to other states where much more luxurious new cities have been built. These places are almost fully self sustained communities and rely on little to no imports for anything other than luxury goods. Here the standard of education is higher than the strictest Asian nation and families will receive credits on their rent and utilities for having promising children. Later the children are exported to American companies, governments or overseas but with a small debt that doesn't incur interest to be paid to those cities. The money reaped from this goes into expanding these programs.

Build a wall around it
Internal development; focus on mass development of infrastructure and R&D for new transportation tech.
Reform the tax system into one that isn't ridiculously regressive and complex. Lower the corporation tax.
Legalize and regulate drugs for medicinal or recreational use depending on the drug, thereby destroying the main source of income for gangs and providing cash crops and new avenues of research . Tax appropriately, then use our economic might to influence legalization overseas so we can create an export out of it.
Focus hard on fixing the inflated health prices. Obamacare is mostly garbage, except for the preexisting conditions, and unless you are eating out of a dumpster, it only hurts you by raising premiums.
