If Sparta had lasted 2000 years, they might have had men who were larger and stronger than regular men, but it wouldn't have done them any good because they'd have killed off all the less physically capable men who in other societies would devote themselves to scientific and cultural mastery to compensate for their lack of physical prowess.
There's also the minor detail that without a comprehensive knowledge of the human genome you might breed in any number of genetic defects that'll cripple your population 150 years down the line, or limit your gene pool to the extent an particularly nasty strain of flu could wipe you out completely.
And if you do have knowledge of human genetics to that level, it's easier to just grow your eugenics supermen in a test tube and produce your ubermensch in one generation rather than a hundred.
TL;DR Human selective breeding is really dumb, eugenics in general is only slightly less dumb.

The vast majority of females will reproduce in their lifetimes, far fewer males will and this has been true throughout history. This means sexual selection has far less of an impact of female traits than male ones.
There doesn't seem to have been a noticable increase in bust size within recorded history judging from artwork, bar a recent rapid increase that has much more to do with nutrition than genetics.
The big nail in the coffin for that worry though is that studies don't support the idea that men will just keep selecting for larger and larger busts. It has a lot to do with body ratios, once they become disproportionate, they become less attractive. Most men wouldn't find real life woman with the proportions of pic related attractive.

Some people just have a talent for certain things. For instance some are naturally good shooters, others can ride a motorcycle like a champ despite having little experience. Men that are short and skinny, that you would take for being weak and effeminate at first glance may posses incredible mental strength and overall toughness. Of course the opposite can be true as well, someone that may claim to be talented in a certain area, actually fails. One that is tall, big or appears to be tough can actually be quite weak with very little willpower in the face of adversity.
