You're implying that the military would still under civilian control, despite access to the civilian government being controlled by the military. Those who are fit for military service would lie at the discretion of the military, and therefore whichever group holds power over the military will hold power over those who hold power over the government.

You are assuming soldiers want war. Before a nation can go to war the politicians must first find a political gain from going to war. Then they must convince the media that going to war is gainful. Then the media must convince the public that they gain something (either monetary, spiritual, ideological, etc) from going to war. Only then will the soldiers advance. Soldiers are the last to go to war. Though only they can know the glories of victorious battle, they are also the only ones intimate with its horrors and sacrifices.
A war machine controlled by soldiers is the only war machine capable of feeling.
