Because the American identity is gone, it was once a reformed British identity with roman and Greek influences but it's been slowly drained away.
You can say "you're American" but so is everybody else, people that clearly don't share your values or culture despite some overlap of American culture.
In essence, without true homogeneity there can't be an "American identity" so everyone focuses on their ethnicity.

I think it depends on the area of the county you're from, at least in America.
I'm from the Northeast (NYC Area), so aside from just genealogical purposes, being Irish-American or Italian-American does have a meaning. It's a cultural difference, depending on what generation you are.
Now, the people that are "1/8 Irish, 1/10 German, 2/3 Italian, 1/25 Native and 100% American!" are literally cancer. If you aren't "pure" of one ethnicity, don't claim it. At that point you're a mutt, like every other "100% American". But again, that's largely area specific. In the Northeast, being Irish means you're probably going to become a cop, a firefighter, or a medic. It varies from area to area though. And in some areas, it doesn't mean shit.
