Some pedestrians will try to commit insurance fraud by jumping in front of a car driving down the road and then suing the driver for damages to make a quick buck.
A good portion of Russian drivers are also pretty nasty, insane or both when they are behind the wheel. The most fucked up driving incidents you usually see on YouTube for entertainment likely took place somewhere in Russia.
Russia's liability laws are pretty fucked up as well and sometimes the police are corrupt.
So, most people in Russia have dashcams in their cars for insurance reasons, so can provide proof that they were not at fault.
