Just about every material offers some protection against radiation. Lead is just very efficient, in its homogeneous state.

There are much lighter alternatives that are almost as good as lead and possibly better given more research.

Yes, Cosmic radiation is far worse than that in the Van Allen belts. This is the main point of researching the field generators.

The Van Allen belts themselves aren't that big of a deal, you are moving very fast through them so the total absorbed dose isn't really that bad.
