You're trying to stop a problem without actually fixing it. the problem of these people existing will almost always exist. There are ways to elevate them so that they do not become murders. You have to start by recreating the family unit.
Note: I am not against other family planning techniques. I am against the pill but that is because of the hormonal side effects on the people using it and the water supply.
