Step 2: Reform family courts to give custody of the child based on which parent is more suitable. If one partner is less mentally stable or makes no money we do not give the child to them as that person cannot provide for them. This would likely result in many mothers not seeing their children, but this would also disinsentivise divorce as it also means likely losing their child if the court finds the women to be mentally unstable or don't make enough income.
Step 3: Reinforce gender roles as the norm. This requires a return to conservative, christian family values. People have to understand that the man working and women being housewives works for most people, and there may be exceptions to this but it's not the norm and should never be. Removing the unnecessary amount of women in the workforce will reopen high paying jobs to more useful men and reinvigorate the middle class. Should women be going to university, or pursuing a career? Most shouldn't but shouldn't be stopped from doing so.The reinforcement and re-starting of the nuclear family will help teach the next generation how to function as fathers and mothers and help stabilize the general society.
Step 4: At the individual level people need to treat marriage as three things: A serious and life long commitment, something that requires maintenance and communication and thirdly, something that requires mutual effort. A return to conservative ideals regarding marriage would precipitate this.
