I actually live around here ask me anything.
There is a lot of gentrification in specific neighborhoods. For example, Downtown and Midtown and night an day different than they were 10 years ago. Lots of hipsters, yuppies, new stores, bars and restaurants, etc.
Outside of those areas, though, are still lots of neighborhoods that are absolutely terrible. However, there are a surprising amount of stable middle class neighborhoods and even very wealthy ones as well.
There are god awful parts, but there are large areas of the city that are actually far more normal than online memes would suggest.

The Mexicans are actually a good force in Detroit. The SW region of the city is very healthy (relative to other bad neighborhoods throughout the city) because of Mexican immigrants.

All it would take is a mayor offering no property tax for the first fifteen years on any property bought by new owners in the city. Detroit has thousands of homes worth less than 100 dollars, but no one buys them because the property taxes are so high and they're in terrible neighborhoods. But if you remove the property tax, someone could come in, buy whole neighborhoods, evict the "residents", and build suburbs and condos and so on.
Detroit is not where it is because of a fundamental issue in location or anything like that. The people in charge were put there by criminals and they don't want the criminals going anywhere.
