I like the idea of a leaner, sleeker fighting machine. Step one is to get the hell out of Europe and Southwest Asia. If we shrink our forces we can get rid of all of the shitty troops so only the best are retained (retention studies would be done to increase retention of the good ones) and we could afford to spend more on them because of that. So better gear for a better troop.

Navy has already done apartments at two major bases.
It will be cheaper in the longoing run because a lot of problems caused by barracks. Plus we can stop paying single officers and ncos BAH and move them back on base. Lower enlisted retention should improve also.

Lot of that money has been spent on operational costs, maintenance of legacy equipment and ad hoc purchases of stuff they didn't knew they needed like better body armors and MRAP's. There are tons of things that are done with old as hell equipment in US military and many of those systems don't have proper replacement programs running.
Lots things have been retired after end of cold war without proper replacement.
US military hasn't been able to manage procurement properly in big scale and fixing it all will need a tons of cash.
