I would say the Soviet Union because I would assume in a one-on-one Stalin, would expect a war to be imminent, unlike in real life where Hitler backstabbed him and threw him into depression for a solid 2 weeks. This threw the Soviet army off balance but it still managed to recover. In a situation where Stalin is expecting war I believe he would have performed much better.
