Some people would take this money and pay off their house or start a business (10K is not enough to start a business btw) or invest it in something that will return more money to them.
When you give people money with little to no strings attached they take it for granted and piss it away, whereas if you worked for that money you appreciate it more. This is why welfare doesn't help people.
