Nah male Roos use their arms quite a bit while fighting. That Roo has probably been given a good diet, allowing it to pack on extra weight than normal. They tend not to really put on much fat, unlike most other mammals. Secondly they often take a lot of their body-weight on their arms when they are grazing. So it is probably like they are already doing some weight training.
