Because until 1881 Patagonia was a part of Chile.
During the Nitrate war, while we were fighting Bolivia and Peru, Argentina got it.
And I'm actually ok with that, it is on the other side of the mountains.
But that scenario where Argentina expands to the Pacific just makes me rage.
Anyway, I doubt Brasil would allow an Argentina with access to both Oceans, it would give them the Magellan strait and therefore access exclusive access to Antartica.

Yeah, but here in South America everything depends on the Capital.
Look for the capital cities in your map.
I would say that if you put together Santiago, Buenos Aires and Montevideo that would make a great country but all the rich areas in the north of Chile would be lost to Bolivians.
Seriously, I live in this desert and it really difficult to go to Bolivia, the mountains are too damn high (22.000 ft). That is why it was relatively easy to get it from Bolivia, they just couldn't defend it.
