No one is spending money on it.
It is significantly easier to restrict cannabis than it is to restrict alcohol for the simple reason that anyone can make alcohol in their house without specialist supplies, as is the case with guns too, whilst people do need specialist supplies (seeds) to grow weed.
For somewhere like America I would imagine it to be impossible to restrict the availability of the seeds, for a small island like the UK it wouldn't be so.
