Actually that's not true.
Soviets lost some 68 million citizens to Nazi invasion, so USSR had some 120 million citizens during most of war. Out of those 68 million almost 20 million were killed by Nazis, either through war crimes or starvation.
Germans weren't alone, there was also Romania, Hungary, Slovakia, Bulgaria (which didn't really participate) and various collaborators. In reality Axis had numerical and industrial superiority, they just failed to use it properly. Great distances involved played a major role of course.
