Basically when the jobs that the average black could do and make a decent living on ( blue collar and factory work) were shipped out of the country, things started to really go downhill. Men couldn’t find work and bailed and women went on welfare and were rewarded for having more kids with more subsidized housing and money. So wealth distribution is not the answer, but bringing low skilled jobs back, cutting illegal immigration, and cutting welfare and giving these people ways ti take some pride in being earners and responsible parents again would improve things.
