Berlusconi made Italy the laughing stock of Europe and the World and destroyed it's economy fundamentally, changed the political proces into a sovietstyle farce and made Italy an international outcast.
Also he is kneedeep in all kinds of criminal activities like illegal trash dumping, prostitution, fraud, tax evasion etc etc.
Many years ago he used countless millions to build 'hospitals' that have no bed until the present day.
You can fill entire books with his criminal activities. He's basically Nero 2.0
