Some believe these people are Indo-Europeans, others believe they are the result of breeding between Soviet/US/Greek soldiers.
Some see them as 'white' while others believe they aren't. What are they? What should be done with them? Educate them and undertake eugenic programme? What?
Also anyone know where to get more photos/info on them? I'm quite interested in them.

Sure, they're kind of like a "back up" for us, if we go down, but for them to recreate what we've done would take a good few millennia! I don't doubt they're ultimately capable of it, and would rather leave our legacy to them than to more alien alternatives, but this is sci-fi futurism talk really. Come to mention them, the closest to an attempt to sort these people out WAS the Soviet intervention in the '70s. For an alternative to the present situation, look at Tajikistan to see what perhaps could have become of Afghanistan. There are many Tajiks in the country, after all. IMO all Indo-Europeans were at one point "white" or close enough to "white" but over the course of centuries, due to constant invasion and mixing with other races, many became non-white or partially-white, with very few "pure" whites left over. Take northern Indians for example, where many have definite "white" features, but due to mixing with Dravidians and other shitskins they became browner and less white. Similarly, Iranians, Afghans etc were once white but invasion, conquest and interbreeding with Arabs, Mongols and Turkics made them what they are today.
In terms of what should be done with them, I think overall they're a lost cause, because it would be realistically pointless and near impossible to select the "white" ones or "educate" them as you proposed. Really we should just see them as a lesson of what to avoid, i.e. mixing with inferiors.
