I lived in Britain for many years. They're not. The posters and billboards are security theatre - basically, it's a well-known psychological effect that if people think they're being watched (especially when shown a picture of an eye), they are less likely to commit crimes. It also convinces particularly gullible members of the public that the council (which receives a portion of annual tax) is actually doing something with their allotted budget, while the council doesn't actually have to get anything done - all they need to do is spend their budget on posters and billboards.
A similar issue has been talked about in the Aussie press a little bit, where it's been noticed that necessary major roadworks and infrastructure repairs are ignored or put off until the very end of the budget cycle, when all of a sudden the government will expend millions of dollars on paying hundreds of workaday contractors to do all the required work at massively inflated costs.
This allows them to spend every last cent of their annual/biannual/whatever budget right before it's up for reassessment - meaning that they can go to the federal government with completely empty coffers and request that the budget be increased, because, "look, we spent everything you gave us last year on roads and drains, next year we might fall short".
Also, it's relevant that with the exception of the London metropolitan area, the council has absolutely no say over the police - they answer to one of four regional "police authorities" who are overseen by the national government. So even if they did observe people committing crimes or letting their dogs shit everywhere, there is absolutely nothing that a local council could do to stop that from happening.
Reporting a dogshit in a park would cause one of two outcomes: nothing happens, or the council sends a guy in green overalls and rubber gloves to come and clean it up.
